Rep. Springer?s regulatory reform signed into law to protect Washington industries

Washington industries located along the Puget Sound and other important waters dodged an expensive regulatory bullet on Thursday when Gov. Chris Gregoire signed into law a new approach to protecting sensitive waters against bacteria in industrial storm-water runoff.

The law, sponsored by state Rep. Larry Springer (D-Kirkland), replaces unworkable numeric limits on bacteria levels in industrial storm-water runoff with a new narrative standard that focuses on ensuring best management practices to protect sensitive waters.

?This common-sense reform will protect our water and our job-producing industries at the same time,? said Springer. ?It?s the solution our businesses and waters need.?

The Department of Ecology asked Springer to sponsor House Bill 2651 when it became clear that the state?s rigid numeric limits on bacteria failed to account for fecal bacteria that birds and small animals deposit on industrial properties.

The critters? deposits were preventing the vast majority of affected industries from meeting the state standard, despite their best efforts.

?This change gives industry greater flexibility in achieving permit compliance without compromising environmental protection,? said Courtney Barnes, Government Affairs director for the Association of Washington Business.

Dave Gering, executive director of the Manufacturing Industrial Council of Seattle, testified at a Senate public hearing last month that Springer?s bill will bring regulatory relief and certainty to Washington industries affected by the bacteria limits.

?This is a great teaching moment about when you try to make real the rhetoric you hear about business needing certainty,? Gering said. ?This is the kind of measure that it takes to get there.?

?You want these companies investing in wages and real environmental remediation,? said Gering, who added that the previous, unworkable bacteria rule was known in business circles as the ?Endangered Feces Act.?

According to the Department of Ecology, 75 to 80 businesses were affected by the problems with the previous rules. Most of the affected industries were located near Puget Sound.

Cheap Mobile Phones ? Access Yourself To Affordable Mode Of ...

The world is ever changing. But still in the last few years or precisely the first decade of the 21st century has exposed an entirely lightning fast changes in the field of mobile phones. Telecommunication has always been either the source of revolution or the revolution itself. When the telephone was introduced to the world, the world started shrinking from that point onwards. The mode of easy communication was now available for people to keep in touch with each other. Soon the telephones became one of the primary needs of every house. Then the time came of mobile phones. ?Wireless telephones? was the word that first described the mobile phones. The communication became speedier and the range of communication increased as the people were facilitated to contact any person from anywhere. By the end of 20th century, every second person possessed a mobile phone.

From high range mobile phones to Cheap Mobile Phone were available.

Then in the first decade of 21st century the world was introduced to the unknown face of mobile technology in the form of an iPhone that was released by Apple. This accelerated two things in the market; firstly the old companies were forced out of their comfort zone and give something new and different to the world in the form of a smart phone and secondly some of the new companies jumped in the market to try their luck in the field of smart phones. This again increased the competition and the result was in the favor of consumers as they got the improved quality of mobile phones.
There is no doubt that smart phones can really change your world completely but they do not come under the category of Cheap Mobile Phones.

The prices of majority of the smart phones are still sky high. A consumer searching for a Cheap Mobile Phone will be disappointed if he will look at the prices of the smart phones.

Still some companies have introduced many schemes and offers as well as payment options which can make the prices of phones affordable for the consumer. Even consumer can look for some Cheap Mobile Phones which are appropriate for his usage and requirement

Social Media Changes Real Estate Marketing | Arizona Investment ...

Every thing has each positive and negative side. We couldn?t say a thing is effective until it has served its purpose. We choose Facebook to reconnect with old friends. We go to Twitter to say what we are doing. And we go to Denver Home Listings, for instance to market or buy houses in Colorado.

In spite of the rising recognition of Sociable Media and Sociable Social networking Sites, these sites have confronted a number of threats of hacking. Because these sites is used as an excellent platform for maintaining ties, they can still possess some weak factors that make it a favorite goal of hackers. Well-known social networking sites like Facebook, twitter, LinkedIn, or MySpace require users to store personal or also confidential information, and also give their future goal that can be counterproductive and probably will be employed to commit particular criminal offenses on ones? property especially when they are away.

All Sociable Networking Sites are facing privacy concerns and everybody may agree that it eats up time, effort and money which should have been spent on selling multifamily homes. Like a sinkhole, it will eat up a person?s time, money and effort especially if the person doesn?t have much self-control in limiting one?s use of social media only something necessary forgetting that real estate is not solely performed virtually but in reality.

Some say that ads on social networking sites are irritating. But the house is always divided when it?s about marketing ? the other aspect may disagree in particular if they invest a lot on mass advertising while the other side whose time is considered money think it?s maddening. Real estate professionals may be well-informed and updated with the ?the newest? but the first time buyers may possibly not be that acquainted with the new technological innovation which IT, programmers, or bloggers are talking about.

Perhaps you?ve been asking yourself ? how do you turn these social media sinkholes to high rise success? Put the Internet to work for you. Yes, social social networking sites can be applied to promote houses which targets specific audience. Yes, home buyers and home sellers can be hip and will have accounts in Facebook, twitter, or MySpace, but let?s face it. Buyers and retailers are critical enough to socialize on Facebook and Twitter, but buy or sell homes on the Web.

(AP) ? Mohamed Merah grew up in one of the toughest housing projects of Toulouse, with his mother, two brothers and two sisters. At age five, his parents split up ? and he took that hard. As a youth he turned to petty crime, landing in prison twice.

How the young man described by one top official as a "little failure" went on to carry out France's biggest terror spree since the mid-1990s is provoking anguished questions in one of the West's most-seasoned terrorism-fighting nations.

Merah's weeklong motorcycle shooting rampage killed three French paratroopers, three Jewish schoolchildren and a rabbi, horrifying France and raising fears that al-Qaida had struck again in Europe. The 23-year-old himself bragged of affiliation to the terror network, but officials say no evidence has turned up of such ties.

In some ways, Merah came across as an ordinary, if troubled, youth.

A one-time auto body shop worker, Merah liked cars and motorcycles ? and enjoyed spinning out in vacant-lot "rodeos" with any car that he got his hands on, said a French official close to the investigation. Merah partied and was seen dancing at a nightclub days before his first suspected shooting, on March 11.

Behind the run-of-the-mill image hid "a second personality," said the official, who spoke on condition of anonymity due to the sensitivity of the case.

Bernard Squarcini, the head of the French police counterterrorism agency, told Le Monde newspaper that Merah had shown "psychiatric issues" in the past that may have contributed to his rampage.

What tipped the balance, Merah's former lawyer said, was his anger over what he saw as an unjust prison sentence and a failed effort to join the military.

"That laid the groundwork from which he threw himself into this religious fanaticism, in a spirit of vengeance" against the French state, lawyer Christian Etelin said.

While Merah enjoyed nightlife, the Frenchman of Algerian descent also moved in a crowd of ultraconservative Muslims. During the police standoff that ended Thursday with him being shot dead, Merah said he'd grown more radical in prison, often reading the Quran alone.

Unlike his fellow Salafis, however, Merah was not considered much of a thinker and displayed few outward signs of religious extremism, officials say.

"He was seen more as a little failure from the projects," Ange Mancini, President Nicolas Sarkozy's top intelligence adviser, told France-24 TV on Friday.

Sarkozy told French radio that Merah went "from the most ordinary criminal delinquency, starting as a minor, to the most brutal terrorism with no warning, with no transition."

In seeking possible accomplices, authorities have focused on Merah's older brother, 30-year-old Abdelkader Merah, who is in custody and was handed preliminary charges for complicity in murder and terrorism Sunday for allegedly helping hatch the plot ? claims the brother denies, according to his defense lawyer.

The older Merah reportedly became Mohamed's mentor after their father returned to Algeria and the children went in and out of foster care.

Abdelkader, too, was known to authorities: He was implicated but never charged in an investigation in 2007 of a recruiting network for jihadists to fight in Iraq. In recent years, he traveled often to Egypt ? for sometimes months at a time ? to attend Quranic schools.

French police had known about Mohamed Merah since at least 2005 ? when he was convicted as a minor for receiving stolen property. It was the first of what would be a total of 15 convictions: eight while a juvenile, and seven for misdemeanors as an adult, said Elisabeth Allannic, a spokeswoman with the Paris prosecutors office. He was sent to prison for 18 months for aggravated theft in January 2008, she said.

But France's highly reputed counterterrorism officials first learned about him in November 2010, when he turned up in southern Afghanistan ? caught at a random roadway checkpoint by Afghan police and handed over to the U.S. military, which alerted French military intelligence.

That came at the tail end of a meandering road trip across the Middle East ? Turkey, Syria, Lebanon, Jordan, even Israel ? before he traveled to Egypt, where he met up with his brother in Cairo, the French official told The AP.

Israeli police spokesman Micky Rosenfeld confirmed that Merha visited Israel for three days in September 2010, entering overland on his own passport via a crossing from Jordan.

Merah then spent three weeks in Tajikistan before crossing over into Afghanistan. He was arrested in the southern city of Kandahar on Nov. 22, 2010, nine days after entering Afghanistan, and was flown to Kabul by U.S. forces.

A European intelligence official told The Associated Press that Merah was questioned by Afghan intelligence, which then told the French Embassy in Kabul about him ? but French authorities didn't pick him up. Merah flew home early the next month, of his own accord. The official spoke on condition of anonymity because he was not authorized to speak to the media.

After his arrest in Afghanistan, the United States quickly put Merah on its no-fly list. But French authorities did not, opting instead to put him under police surveillance after he returned home to southern France.

Under watch in the spring of 2011, Merah drew little suspicion, the French official close to the investigation told the AP. He partied, didn't go often to the mosque, was cordial with his neighbors and showed no violent inclinations.

By August 2011, with French police believing that he was not a threat, he was off again ? to Lahore, Pakistan. His mother had prodded him to go there to look for a wife, the French official said.

During that trip, French authorities went to his home in Toulouse and posted a summons for him to report in so they could question him about his earlier trip.

"Then he called us," the official said. "He must have been alerted by someone in his family ... He was very polite, saying, 'I'm busy, but I will call you when I get back.'"

While on his trip, he caught Hepatitis A and returned to France in October 2011 for treatment. This time, Merah called police from Purpan hospital in Toulouse to again delay the appointment. When it finally took place in November, Merah brought along a USB key with photos he had taken, telling his interrogators that his trip was for tourism.

"We weren't fooled," the French official told The AP. After further analysis, Merah was placed on a "wanted persons file" ? which would alert authorities any time in the future that he tried to use his passport to travel.

Merah, who generally worked odd jobs for a month or so at a time, at one point appeared to have considered a military career. He spent one night in July 2010 at a French Foreign Legion recruitment center in Toulouse ? as part of a standard information session, but left the next morning without an explanation, French army spokesman Col. Bruno Lafitte said.

Merah told police he received individualized training in Pakistan, according to Squarcini. He claimed to investigators that he was trained in Pakistan's restive Waziristan region.

But French officials have so far dismissed this theory.

"For the moment, nothing shows he was at training camps in Pakistan. Nothing," said Mancini, alluding to official "diverse sources" who keep watch on attendees of the Pakistani camps.

Merah's firearms ? including a Colt .45 and an automatic Sten pistol ? were unsophisticated and not uncommon in French housing projects. Prosecutors said that during the standoff, he claimed to have obtained ?20,000 worth of weapons by theft ? which investigators doubt.

"The weapons he had were obsolete for a real jihadist," said Mancini. "Colt .45s ? these weapons date from Prohibition era in the United States ... A Sten? Those weapons were parachuted in by the English during World War II! A mini-Uzi? It's a relatively old style of weapon."

In the ethnically mixed Des Izards project where Merah grew up, residents said tensions grew palpably when they learned that the gunman was one of their own. A woman in an Islamic face veil recalled Merah driving past on his scooter, music blasting. Georges Baldachno, living there since 1964, lamented, "Now there is delinquency everywhere." A group of young men threw a rock to scare reporters away.

Researchers discover why humans began walking upright

Saturday, March 24, 2012

Most of us walk and carry items in our hands every day. These are seemingly simple activities that the majority of us don't question. But an international team of researchers, including Brian Richmond at the George Washington University, have discovered that human bipedalism, or walking upright, may have originated millions of years ago as an adaptation to carrying scarce, high-quality resources. This latest research was published in this month's "Current Biology."

The team of researchers from the U.S., England, Japan and Portugal investigated the behavior of modern-day chimpanzees as they competed for food resources, in an effort to understand what ecological settings would lead a large ape - one that resembles the 6 million-year old ancestor we shared in common with living chimpanzees - to walk on two legs.

"These chimpanzees provide a model of the ecological conditions under which our earliest ancestors might have begun walking on two legs," said Dr. Richmond, an author of the study and associate professor of anthropology at GW's Columbian College of Arts and Sciences. "Something as simple as carrying?an activity we engage in every day?may have, under the right conditions, led to upright walking and set our ancestors on a path apart from other apes that ultimately led to the origin of our kind."

The research findings suggest that chimpanzees switch to moving on two limbs instead of four in situations where they need to monopolize a resource, usually because it may not occur in plentiful supply in their habitat, making it hard for them to predict when they will see it again. Standing on two legs allows them to carry much more at one time because it frees up their hands. Over time, intense bursts of bipedal activity may have led to anatomical changes that in turn became the subject of natural selection where competition for food or other resources was strong.

Two studies were conducted by the team in Guinea. The first study was in Kyoto University's "outdoor laboratory" in a natural clearing in Bossou Forest. Researchers allowed the wild chimpanzees access to different combinations of two different types of nut?the oil palm nut, which is naturally widely available, and the coula nut, which is not. The chimpanzees' behavior was monitored in three situations: (a) when only oil palm nuts were available, (b) when a small number of coula nuts was available, and (c) when coula nuts were the majority available resource.

When the rare coula nuts were available only in small numbers, the chimpanzees transported more at one time. Similarly, when coula nuts were the majority resource, the chimpanzees ignored the oil palm nuts altogether. The chimpanzees regarded the coula nuts as a more highly-prized resource and competed for them more intensely.

In such high-competition settings, the frequency of cases in which the chimpanzees started moving on two legs increased by a factor of four. Not only was it obvious that bipedal movement allowed them to carry more of this precious resource, but also that they were actively trying to move as much as they could in one go by using everything available ? even their mouths.

The second study, by Kimberley Hockings of Oxford Brookes University was a 14-month study of Bossou chimpanzees crop-raiding, a situation in which they have to compete for rare and unpredictable resources. Here, 35 percent of the chimpanzees' activity involved some sort of bipedal movement, and once again, this behavior appeared to be linked to a clear attempt to carry as much as possible at one time.

R. Gil Kerlikowske: Setting the Record Straight: Responding to the Prescripti?on Drug Abuse Epidemic

Last week I traveled to Vienna, Austria, to serve as head of the U.S. delegation to the United Nations Commission on Narcotic Drugs, the organization committed to implementing international agreements to control the abuse, production and trafficking of drugs while also ensuring their availability for medical and scientific purposes. In my remarks before the commission, I outlined the Obama administration's 21st century approach to drug control policy -- an approach that rejects the false choice between an enforcement-centric "war on drugs" on the one hand and the extreme notion of drug legalization on the other. After all, addiction is not a moral failing on the part of the individual -- science shows that drug addiction is a disease of the brain that can be prevented and treated.

With this in mind, the Obama administration has adopted a mainstream approach to the drug problem, employing a balance of public health and safety approaches to reduce drug use and its consequences. All of these policies are grounded in science and research -- not politics or ideology. I was therefore surprised when I read Radley Balko's three-part HuffPost series on prescription pain relievers. The series is based on the false premise that "The biggest barrier to effective pain treatment continues to be bad public policy, much of it driven by the war on drugs."

My first act upon being appointed President Obama's drug policy advisor in 2009 was to discard the "war on drugs" approach to formulating drug policy. Approaching our drug problem through the frame of a "war on drugs" is overly simplistic and does not adequately address what is, in reality, a very complicated public health and public safety problem. All of us know someone who suffers from a substance use disorder -- we are not at war with our own people. That is why today we are spending more at the federal level on drug education and treatment than on domestic law enforcement, which still serves a vital role in protecting communities from drug-related crime. It is also why we continue to lead the world in progressive evidence-based change through our central policy document -- the National Drug Control Strategy -- which outlines over 100 specific actions to make America healthier and safer. This balanced approach extends to our efforts to reduce prescription drug abuse, efforts that are based on the premise that we must work to prevent the abuse of prescription drugs while also ensuring legitimate access to lifesaving medications for those who need them.

There is no question prescription painkillers are essential for millions of Americans. However, we cannot lose sight of how serious our nation's prescription drug abuse problem has become and the thousands of victims it has created. According to the Centers for Disease Control and Prevention (CDC), prescription drug abuse is now an epidemic:

  • National data show that by 2009, drug-induced deaths had become the number one cause of injury death in America, with the 39,147 drug-induced deaths exceeding the number of deaths from motor vehicle crashes (36,216).
  • The overall drug overdose death rate in the United States roughly tripled between 1991 and 2011, and in 2007 about 100 people in this country died per day from drug overdoses.
  • In 2008 (the last year for which we have data), almost 15,000 Americans died from an unintentional drug overdose involving prescription pain relievers.
  • The rate of overdose deaths involving prescription pain relievers experienced a nearly four-fold increase from 1999-2008.
  • The consequences stretch far beyond just deaths. In 2008, for every one death involving prescription pain relievers, there were also eight treatment admissions for abuse, 31 emergency department visits for misuse or abuse, 125 people who abused or were dependent on prescription pain relievers and 838 people who used prescription pain relievers non-medically during the year.

In his series, Mr. Balko trains a skeptical eye on this data, and yet he still reaches the unavoidable conclusion that it is "likely" more people are taking pain relievers, more people are becoming addicted and more people are dying of drug overdose. In doing so, he reluctantly concedes a fact that has been accepted by the mainstream public health and pain specialist community.

At the same time, data clearly refute Mr. Balko's claim that prescription drug abuse prevention efforts are unduly restricting the availability of opioid pain relievers for legal use. A 2006 study published in the journal Pain Medicine found that when adequate documentation exists in the medical record, the risk of civil, criminal or administrative action being taken by the DEA against a physician for prescribing opioids for a chronic pain patient is small. And a 2008 study published in Pain Medicine found that there appears to be little objective basis for concern that pain specialists have been "singled out" for prosecution or administrative sanctioning for such offences. Those health care professionals who have been prosecuted under due process of law for criminal drug violations have clearly shown a wanton disregard for patient safety. There is also little evidence to show that pain relievers are difficult to obtain. In fact, according to the CDC, the quantity of prescription pain relievers sold to pharmacies, hospitals and doctors' offices was four times larger in 2010 than in 1999. This means that enough prescription pain relievers were prescribed in 2010 to medicate every American adult with a typical dose of 5 mg of hydrocodone every four hours for an entire month.

Our efforts to prevent prescription drug abuse are not the cause of the under-treatment of pain in the United States. Rather, the problem results from a lack of awareness among health care professionals, patients, policymakers and insurers about the need to manage pain and how to safely and effectively do so. The final report from the American Medical Association's first National Pain Summit in 2010 found that: "The top three barriers to receiving adequate patient care were 1) workforce issues with lack of competent pain providers, 2) lack of knowledge by peers and/or patients regarding the field of pain medicine and 3) lack of public knowledge regarding pain issues."

Both the under-treatment of pain and the epidemic of prescription drug abuse are issues of serious concern for the administration. Through the National Institutes of Health Pain Consortium, the federal government is working to establish "Centers of Excellence for Pain Education" at medical, dental, pharmacy and nursing schools across the nation. The centers will help to give health care professionals a solid understanding of pain as part of their basic education, improving pain treatment while also reducing the risk of prescription opioid abuse. Through the administration's prescription drug abuse prevention plan, we are working with federal, state and local agencies -- and Americans across the country -- to reverse the rising tide of overdose deaths and bring an end to the epidemic of prescription drug abuse. The importance of providing an effective measure of control while also allowing legitimate access is made clear on the very first page of the plan: "The potent medications science has developed have great potential for relieving suffering, as well as great potential for abuse... Accordingly, any policy in this area must strike a balance between our desire to minimize abuse of prescription drugs and the need to ensure access for their legitimate use."

We can address these two problems together and, in doing so, ensure that Americans are able to get treatment for chronic pain without falling victim to the disease of addiction.
